This document presents the forms and instructions used by Native American Indian tribes to take part in the Planning of New Institutions (PONI) process of the Bureau of Indian Affairs; this participatory planning process helps jurisdictions plan for and open new juvenile detention facilities.
Abstract
PONI aims to help jurisdictions save money; avoid many design and construction problems; and learn new ways of designing, constructing, operating, staffing, and managing their law enforcement facilities. PONI brings together internal and external expertise, organizes a complex process into clearly defined and manageable tasks, and focuses on both capital and operational issues and costs. The PONI process includes six steps: (1) application, (2) application validation, (3) programming, (4) design, (5) transition, and (6) construction. Each process is followed by a decision point, which asks if the project will proceed. The manual explains the steps and the role of the PONI planning team and provides an application form and instructions for completing the application
