Abstract
THE KEY ACTORS IN THE URBAN COURT SYSTEM - PROSECUTORS, DEFENDERS, AND JUDGES - ARE ISOLATED AND THEIR ROLES ARE DISCUSSED. THE ORGANIZATIONAL CHARACTERISTICS OF THE COURTS, AND THE ABILITY OF THE COURTS TO CHANGE AS TIMES CHANGE ARE EXAMINED. THE AUTHOR ANALYZES THE DISPOSITIONS OF CIVIL AND CRIMINAL CASES, CONSIDERING SUCH FACTORS AS THE ADVERSARY PROCESS, INNER-CITY VARIATIONS IN THE CRIMINAL SYSTEM, AND POLITICAL FORCES.
