Abstract
SOME 15 PERCENT OF ALL PRISONERS IN STATE CORRECTIONAL FACILITIES IN 1971 WERE IN MINIMUM SECURITY INSTITUTIONS. ACCORDING TO ANOTHER SURVEY, ABOUT 40 PERCENT OF PRISONERS IN ONE MINIMUM SECURITY FACILITY HAD HELD WHITE COLLAR JOBS, WHILE 10 PERCENT OF PRISONERS IN A MAXIMUM SECURITY PRISON HAD HELD WHITE COLLAR JOBS. THE SAME SURVEY SHOWED THAT 60 PERCENT OF THOSE IN THE MINIMUM SECURITY FACILITY BELIEVED THEY HAD BEEN TRANSFERED THERE FOR EITHER MANIPULATION OF THE SYSTEM, OR FOR GOOD BEHAVIOR. THIS ANALYSIS HAS IMPLICATIONS TOUCHING ON THE BROAD QUESTION OF THE ADMINISTRATION OF PUNISHMENT. THE AUTHOR ALSO GIVES A BRIEF HISTORY OF MINIMUM SECURITY INSTITUTIONS....BS
