Standard minimum rules for the administration of juvenile justice were approved by the United Nations Seventh Congress in September 1985.
Abstract
The rules require member states to further the well- being of juveniles and their families, to foster a meaningful life for juveniles in the community, to mobilize all available resources for juveniles, to view juvenile justice as an integral part of national development, and to systematically develop juvenile justice services. The rules are to be applied to juvenile offenders impartially, without regard to race, color, sex, language, religion, political persuasion, or birthplace. They encourage the establishment of laws, rules, and provisions specifically applicable to juvenile offenders. In addition, the rules cover age of criminal responsibility, juvenile justice system goals, discretion, investigation, prosecution, diversion, adjudication, disposition, and institutional and noninstitutional treatment.
