THE COMMITTEE'S EXAMINATION OF TERRORISM AND THE ROLE OF THE UNITED NATIONS IN COMBATING TERRORISM IS DOCUMENTED IN A REPORT OF THE PROCEEDINGS OF 10 MEETINGS.
Abstract
THE REPORT INCLUDES THE GENERAL ASSEMBLY RESOLUTION THAT CREATED THE COMMITTEE, A SUMMARY OF THE COMMITTEE'S EFFORTS, A CONCLUDING STATEMENT REGARDING THE COMMITTEE'S WORK, AND DETAILED RECORDS OF THE DISCUSSIONS THAT TOOK PLACE DURING EACH MEETING. ALTHOUGH THE COMMITTEE RECOGNIZED THE NEED TO CONDEMN AND REPRESS ACTS OF INTERNATIONAL TERRORISM FALLING WITHIN THE COMMON LAW, THERE WERE DIVERGENT VIEWS REGARDING WHAT ACTS SHOULD BE INCLUDED UNDER 'INTERNATIONAL TERRORISM.' SOME REPRESENTATIVES HELD THAT CONDEMNATION AND REPRESSION OF INTERNATIONAL TERRORISM SHOULD TAKE PLACE WITHOUT QUALIFICATION. SOME DELEGATIONS STRESSED THAT THE UNITED NATIONS SHOULD CONCENTRATE ON SPECIFIC CATEGORIES OF ACTS THAT THREATEN THE LIVES OR SAFETY OF INNOCENT INDIVIDUALS AND SHOULD DEVELOP PRACTICAL APPROACHES TO DEALING WITH THESE CATEGORIES OF ACTS. OTHER MEMBERS EXPRESSED THE VIEW THAT A PRECISE DEFINITION OF ACTS TO BE CONDEMNED AND AN INDEPTH STUDY OF THE UNDERLYING CAUSES OF TERRORISM ARE NECESSARY TO REMOVE MISUNDERSTANDINGS THAT HAVE BLOCKED EFFECTIVE ACTION BY THE INTERNATIONAL COMMUNITY AGAINST TERRORISM. SOME MEMBERS EMPHASIZED THE NEED FOR MEASURES AGAINST ACTS OF INTERNATIONAL TERRORISM AT THE NATIONAL LEVEL, E.G., ACTS DIRECTED AGAINST DIPLOMATIC REPRESENTATIVES. THE COMMITTEE CONCLUDED THAT THE GENERAL ASSEMBLY SHOULD CONTINUE ITS EFFORTS TO DEAL WITH INTERNATIONAL TERRORISM BY STUDYING THE UNDERLYING CAUSES AND BY PUTTING INTO PRACTICE MEASURES TO COMBAT TERRORISM.
