This report presents the features and anticipated outcomes of a Wisconsin project with the goal of developing a partnership between the state's Office of Crime Victim Services (OCVS) - the administrator of federal funds received by the state under the federal Victims of Crime Act (VOCA) - and the state's Statistical Analysis Center (SAC).
Abstract
This project was initiated because data collected from Wisconsin's victim service providers that receive VOCA funding currently receive limited attention to their quality and completeness. The data have also had limited use in the analysis of the nature and impact of VOCA-funded victim services. The intent of the partnership project described in this report is to improve future data collection, reporting, and analysis, so as to upgrade the scope, quality, and effective use of data collected by OCVS from VOCA-funded victim-service providers. The partnership project described in this report consisted of six regional semi-structured focus groups that analyzed the VOCA data currently collected, reviewed the current data-collection mechanisms, developed data dashboards, drafted recommendations. and developed a post-project plan. The post-project plan includes action items and a timeline for some of the information-technology needs related to data collection and analysis. Appendixes provide details on methodology, project recommendations, and post-project action plans.
