THIS BOOK IS A COLLECTION OF PAPERS AND REPORTS PRESENTED AT AN INTERNATIONAL SEMINAR ON COMMUNITY INVOLVEMENT IN CORRECTIONS AND A TRAINING COURSE ON THE TREATMENT OF JUVENILE DELINQUENTS, BOTH OF WHICH WERE HELD IN JAPAN.
Abstract
PAPERS WERE SELECTED FROM MATERIALS PRODUCED DURING THE 45TH INTERNATIONAL SEMINAR COURSE ON INCREASE OF COMMUNITY INVOLVEMENT, HELD FROM FEBRUARY 22 TO MARCH 26, 1977, AND THE 46TH INTERNATIONAL TRAINING COURSE ON THE TREATMENT OF JUVENILE DELINQUENTS AND YOUTHFUL OFFENDERS, HELD FROM APRIL 19 TO JULY 9, 1977. REPRESENTATIVES FROM THE FOLLOWING COUNTRIES CONTRIBUTED THE MATERIALS PRESENTED AT THE SEMINAR: UNITED STATES, CHINA, INDIA, INDONESIA, IRAN, IRAQ, JAMAICA, KOREA, MALAYSIA, NEPAL, PAKISTAN, THE PHILIPPINES, SRI LANKA, THAILAND, AND JAPAN. REPRESENTATIVES CONTRIBUTING TO THE TRAINING COURSE CAME FROM BURMA, ECUADOR, ETHIOPIA, CHINA, INDIA, IRAN, IRAQ, KOREA, MALAYSIA, NEPAL, THE PHILIPPINES, SRI LANKA, THAILAND, AND JAPAN. THE PAPERS ON COMMUNITY INVOLVEMENT CONSIDER THE FOLLOWING: THE ROLE OF CORRECTIONAL INSTITUTIONS; THE VARIOUS ASPECTS OF COMMUNITY CORRECTIONS IN THE UNITED STATES; DECRIMINALIZATION AND DEPENALIZATION, PARTICULARLY IN JAPAN; AND COMMUNITY INVOLVEMENT IN TREATMENT OF OFFENDERS IN THE PHILIPPINES, SINGAPORE, AND SRI LANKA. PAPERS ON THE TREATMENT OF JUVENILE DELINQUENTS AND YOUTHFUL OFFENDERS COVER THESE TOPICS: YOUTH CRIME IN CONTEMPORARY AND FUTURE SOCIETY; JAPANESE REHABILITATION SERVICES; COMMUNITY INVOLVEMENT AND JUVENILE DELINQUENTS IN BURMA, HONG KONG, KOREA, AND MALAYSIA; AND POLICE PARTICIPATION IN JUVENILE DIVERSION. GROUP WORKSHOP DISCUSSIONS ARE SUMMARIZED IN FOUR REPORTS. CRIME AND DELINQUENCY, INSTITUTIONAL TREATMENT AND DIVERSION, PROBATION AND SOCIAL INVESTIGATION, AND PUBLIC PARTICIPATION AND DRUG ABUSE WERE CONSIDERED. IT WAS GENERALLY CONCLUDED THAT INSTITUTIONAL TREATMENT SHOULD BE ORIENTED TO STRENGTHENING TIES WITH THE COMMUNITY, AND THAT NONINSTITUTIONALIZED TREATMENT SHOULD FULLY UTILIZE COMMUNITY RESOURCES IN ITS EFFORTS TO RESOCIALIZE OFFENDERS. A FULL DISCUSSION OF RECOMMENDATIONS MADE ON RELEVANT SUBJECTS IS PROVIDED. BASED ON ASSESSMENT OF THE TRAINING COURSE, IT WAS CONCLUDED THAT YOUTHFUL OFFENSES ARE INCREASING AS A RESULT OF THE ADVERSE EFFECTS OF INDUSTRIALIZATION AND URBANIZATION. EFFECTIVE MEANS OF TREATMENT ARE SUGGESTED. TABULAR DATA, NOTES, AND REFERENCES ARE PROVIDED. (JCP)
