Following a report on the Institute's main activities and events of 1980 and the prospects for 1981, resource material covers themes addressed at international training courses on the institutional treatment of adult offenders and an integrated approach to effective and efficient criminal justice administration.
Abstract
During 1980 the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI) conducted three regular international training courses or seminars (54th-56th), in which 73 government officials involved in criminal justice administration from 21 countries in Asia and other regions participated. In 1981, UNAFEI will continue to direct its major efforts toward more effective programming and implementation of the international seminar and training courses for criminal justice administrators and the expansion of its services as a documentation center and clearinghouse for the collection of data and dissemination of information on criminal justice systems and practices in the Asian region. Part I of Resource Material Series No. 20 presents a paper describing the general sources of norms or standards for the treatment of inmates and discusses major rights of prisoners, following the examples of the United Nations Standard Minimum Rules and other standards and newly developed accreditation system of correctional institutions in the United States. Part II contains material from the 56th International Training Course on Integrated Approach to Effective and Efficient Administration of Criminal Justice, including papers on sentencing factors and policies in various countries, recent developments in American criminal justice, and present trends and changes in the forms of criminality. Participant papers and summaries of workshop papers and discussions are also presented. An overall report of the training course covers investigation and crime prevention, prosecution, trial, and coordination and cooperation among criminal justice agencies and with the public.
