This newsletter of the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI) contains the proceedings of UNAFEI's 116th International Training Course (August 28 - November 15, 2000), which focused on "Effective Methods to Combat Transnational Organized Crime in Criminal Justice Processes."
Abstract
During the 12-week course, the participants examined measures to prevent and combat transnational organized crime, such as illicit drug trafficking, illegal firearms trafficking, human trafficking, trafficking of stolen vehicles, card fraud, and money laundering. This was accomplished primarily through comparative analysis of the current situation of and problems in investigative practices, including legislative and technological issues, in relation to such crime. Seminar participants focused on special investigative techniques such as controlled delivery, electronic or other forms of surveillance, and undercover operations. New investigative technologies, such as taking testimony or statements through a video link or other modern means of communication, were also promoted, along with the use of statements and testimony with witness immunity. In order for such evidence to be admitted in court, revision of the evidentiary rules in each country and the adoption of witness and victim protection measures were discussed. This newsletter also lists the reference materials distributed at the training course, provides information on UNAFEI programs, and lists UNAFEI faculty and staff.
