This report presents recommendations for the selection, training, and supervision of undercover police officers in Michigan.
Abstract
Information came from a literature review and from observations, surveys, and interviews with undercover personnel. The research identified the significant characteristics required for successful performance as an undercover officer. Results led to recommendations for regularly scheduled training sessions conducted by the Michigan Department of State Police for new and experienced undercover officers and for psychological assessment as part of the prescreening of potential undercover officers to identify those who may have difficulty adapting to the covert operational environment. Further recommendations include the use of a selection system based on the assessment-center concept and using scenarios and work samples and use of experienced undercover officers as command officers for undercover and covert operations. Other recommendations are that the psychological adjustments involved in moving into and out of undercover assignments be recognized by supervisors and that current equipment be thoroughly reviewed and improved as needed.
