PRESENTS A UNIVERSAL MODEL FOR DATA CAPTURE, REVIEW AND VERIFICATION, AND DATA AGGREGATION WITH AN AUDIT PROCEDURE INVOLVING REVIEWING RANDOMLY SELECTED SAMPLE UNITS, CROSS-CHECKING AND CALCULATING PERCENT OF ERROR.
Abstract
THE STAGES OF THE MODEL SYSTEM INCLUDE TAPING OF TELEPHONE COMPLAINTS, COMPLETION OF COMPLAINT CARDS, OFFENSE AND INCIDENT REPORTS, ARREST REPORTS, AND DATA AGGREGATION. THE AUDIT INVOLVES DETERMINING THE TIME PERIOD TO BE AUDITED, THE GROUP SIZE OF ALL SOURCE DOCUMENTS AND TAPES TO BE AUDITED, THE CORRECT SAMPLE SIZE, RANDOMLY SELECTING THE SAMPLE UNITS, SEGREGATING THE RANDOMLY SELECTED SAMPLE UNITS FROM THE GROUP, REVIEWING ALL SAMPLE UNITS FOR SUBSTANTIVE ERRORS, CROSSCHECKING FORWARD AND REVERSE IN THE SYSTEM ALL ERRONEOUS OR SUSPICIOUS SAMPLE UNITS, AND CALCULATING THE PERCENT OF ERROR FOR EACH STAGE BEING AUDITED. PROVISIONAL AUDITS ARE DESIGNED FOR SYSTEMS WHOSE CONSTRUCTION DOES NOT PERMIT A STANDARDIZED AUDIT.
