Crime prevention programs can be best classified on the basis of two defining characteristics. The public health model distinguishes between primary, secondary, and tertiary crime prevention, or those efforts directed at the public at large, groups with a high risk of associating with crime, and core groups that have already committed crimes. The second dimension relates to the routine-activity theory which postulates that most criminal acts require a convergence in space and time between motivated offenders, potential victims, and an insufficiently guarded environment.
Abstract
According to this two-dimensional model, offender- oriented crime prevention is implemented through normative training in schools, streetcorner work, and rehabilitation programs. Situational crime prevention aims at the improvement of security provisions in all houses and building of a town, in high crime areas, or in areas that are frequently the site of actual crimes.
