REPORT ON A TECHNICAL ASSISTANCE REQUEST BY THE POLICE DEPARTMENT OF TUSCALOOSA IN PERFORMING A GENERAL REVIEW OF THE ORGANIZATION AND MANAGEMENT OF THE DEPARTMENT, MANPOWER USAGE, RECORDS MANAGEMENT, AND PLANNING.
Abstract
TUSCALOOSA HAS A POPULATION OF 70,000 IN A 44 SQUARE MILE AREA, AND HAS A 151 MAN POLICE FORCE WHICH WAS FELT TO HAVE BEEN INCREASED IN SIZE WITHOUT THE NECESSARY REORGANIZATION. THE ANALYSES CONDUCTED, TOGETHER WITH RESULTING RECOMMENDATIONS, ARE BASED ON PERSONAL INTERVIEWS, OBSERVATIONS OF POLICE DEPARTMENT OPERATING PROCEDURES, REVIEW OF WORK DOCUMENTS USED BY THE DEPARTMENT, AND EXAMINATION OF PERTINENT STATISTICAL REPORTS AND DATA. ORGANIZATIONAL CHANGES ARE RECOMMENDED TO SHORTEN THE SPAN OF CONTROL OF THE CHIEF OF POLICE, TO PROVIDE FOR MORE SPECIFIC DIRECTION OF KEY FUNCTIONS, AND TO BRING TO TOGETHER RELATED ACTIVITIES TO SIMPLIFY SUPERVISION. RECOMMENDATIONS ARE ALSO MADE TO INCREASE THE DEPARTMENT'S MANPOWER, AND TO COORDINATE IT MORE ACCURATELY WITH WORKLOAD. A NEW RECORDS SYSTEM IS ALSO RECOMMENDED. (AUTHOR ABSTRACT MODIFIED)
