AN EVALUATION OF THE TRI-CITY IMPACT PROGRAM, WHICH WAS DESIGNED TO REDUCE THE LEVEL OF PERSON-TO-PERSON CRIMES, I.E., RAPE, ROBBERY, ASSAULT, AND BURGLARY, IS PRESENTED.
Abstract
DATA WERE GATHERED FROM THE THREE PENNSYLVANIA CITIES OF NEW KENSINGTON, ARNOLD, AND LOWER BURRELL, AND WERE BASED ON UNIFORM CRIME REPORTS STATISTICS FROM JULY 1975 THROUGH JUNE 1977, INTERVIEWS, CITIZEN OPINION QUESTIONNAIRES, AND SURVEYS. BASED ON THE INFORMATION COLLECTED, THE REPORT DREW SEVERAL CONCLUSIONS. THE GOAL OF REDUCING THE NUMBER OF PERSON-TO-PERSON CRIMES HAD NOT BEEN MET; RATHER, THE NUMBER OF CRIMES SEEMS TO HAVE BEEN MAINTAINED. THE OVERALL CLEARANCE RATE FOR PERSON-TO-PERSON CRIMES IN THE TRI-CITY COMMUNITIES WAS THE SAME OR ABOVE AVERAGE FOR ALL PENNSYLVANIA COMMUNITIES IN 1976. OVERALL, THE GENERAL CONCLUSION THAT CAN BE MADE ABOUT THE TRI-CITY IMPACT PROJECT IS THAT IT DREW THE THREE POLICE DEPARTMENTS TOGETHER AND INCREASED COOPERATION. TO ENHANCE THE POLICE SERVICE BEING PROVIDED TO THE CITIZENS IN THE THREE COMMUNITIES, THE FOLLOWING RECOMMENDATIONS WERE MADE: THE INFORMATION BEING REPORTED TO THE TRI-CITY RECORDS OFFICER SHOULD BE STANDARDIZED AND AUGMENTED SO THAT ADDITIONAL DATA CAN BE COLLECTED FOR FUTURE PLANNING AND EVALUATION PURPOSES; AND FURTHER EFFORT SHOULD BE MADE TOWARD CENTRAL RECORDS SYSTEM IMPLEMENTATION FOR THE THREE CITIES. THE REPORT SUGGESTS THE DESIGN FOR DEVELOPMENT AND FLOW OF THE FORMS, AS WELL AS DEVELOPMENT OF THE FILING RETRIEVAL AND PURGE SYSTEM FOR THE TRI-CITY RECORDS SYSTEM.
