A COMPARISON OF CURRENT PRACTICES IN VICTORIAN PRISONS WITH UNITED NATIONS STANDARDS FOR TREATMENT OF PRISONERS SHOWS THAT AUSTRALIAN PRISONS ARE IN COMPLIANCE.
Abstract
THIS REPORT EXAMINES THE CURRENT PRACTICE IN PENAL MANAGEMENT WITH RESPECT TO THE 'UNITED NATIONS STANDARD MINIMUM RULES FOR THE TREATMENT OF PRISONERS' AND THE 'DRAFT MINIMUM STANDARD RULES FOR AUSTRALIAN PRISONS.' IN PENAL MATTERS SUCH AS SEPARATION OF PRISONERS, PERSONAL, HYGIENE PROVISIONS, RECREATION, RETENTION OF PRISONER'S PROPERTY, INSTRUMENTS OF RESTRAINTS, INFORMATION AND COMPLAINTS, CONTACT WITH THE OUTSIDE WORLD, REMOVAL OF PRISONERS AND OTHER MATTERS, THE AUSTRALIAN METHODS ARE FOUND TO COMPLY WITH UNITED NATIONS RULES. TWO MAJOR SHORTCOMINGS ARE USE OF OLD AND POORLY DESIGNED BUILDINGS AND INSUFFICIENT PSYCHIATRIC STAFF TO PROVIDE ADEQUATE LEVEL OF TREATMENT AND DIAGNOSIS.
