Abstract
THE AUTHOR CONCLUDES THAT MOST CORRECTIONAL INSTITUTIONS NEITHER PROTECT SOCIETY NOR HELP THE OFFENDER. HE RECOMMENDS THAT SUCH INSTITUTIONS TRY SOUND TREATMENT PROGRAMS BASED ON PRESENT KNOWLEDGE ABOUT HUMAN BEHAVIOR. (AUTHOR ABSTRACT MODIFIED)
