AFTER A BRIEF REVIEW OF DUTCH CORRECTIONAL PRACTICE WITH RESPECT TO THE MENTALLY ABNORMAL OFFENDER, THIS ARTICLE OUTLINES THE DEVELOPMENT, FACILITIES, AND PROGRAMS OF THE STATE-CONTRACTED VAN DER HOEVEN CLINIC.
Abstract
MENTALLY DISTURBED OFFENDERS MAY BE SENT TO TREATMENT INSTITUTIONS UNDER A SPECIAL SENTENCING MEASURE IMPOSED BY THE COURTS. THE COURT MAY IMPOSE THIS MEASURE, CALLED A 'TBR', WHEN IT PRESUMES, 'DIMINISHED RESPONSIBILITY' OR, IN EXCEPTIONAL CASES, 'NO RESPONSIBILITY' ON THE PART OF THE ACCUSED. PSYCHIATRIC REPORTS ARE USED AS THE BASIS FOR THIS JUDGMENT. THE VAN DER HOEVEN CLINIC WAS ESTABLISHED IN 1955 UNDER CONTRACT WITH THE DUTCH GOVERNMENT TO PROVIDE TREATMENT SERVICES FOR MENTALLY ILL OFFENDERS. THE CLINIC HOUSES PATIENTS IN SEVERAL UNITS; UP TO 90 PATIENTS CAN BE ACCOMMODATED. THERE IS A REGULAR STAFF OF 110 PERSONS, WHICH IS SUPPLEMENTED BY SESSIONAL PSYCHOTHERAPISTS AND TEACHERS WHO ARE PAID ON AN HOURLY BASIS. TREATMENT METHODS INCLUDE TRADITIONAL PSYCHOTHERAPY, GROUP THERAPY, EDUCATION, SPORTS ACTIVITIES, ROLE-PLAYING, AND SIMULATION-PLAY...DMC
