THIS MANUAL DESCRIBES SECURITY MEASURES AND EQUIPMENT NECESSARY FOR THE PROTECTION OF TRANSIT PATRONS, EMPLOYEES, AND PROPERTIES. IT PRESENTS A VARIETY OF APPROACHES TO ALLOCATION OF POLICE/SECURITY DUTY.
Abstract
THESE IDEAS WHICH CAN BE ADAPTED TO THE PARTICULAR NEEDS OF INDIVIDUAL TRANSIT SYSTEMS AND THEIR JURISDICTIONS PERTAIN TO POLICING CONCEPTS; TRANSIT POLICE JURISDICTION AGREEMENTS; TRANSIT POLICE SECURITY DEPARTMENT ORGANIZATION, PROCEDURES, NEEDS, AND HIRING PRACTICES; AND SECURITY PLANNING FOR BUS AND RAIL SYSTEMS. OTHER ASPECTS INCLUDED ARE IMPLEMENTATION AND OPERATION OF A PROGRAM, ESTABLISHMENT OF OPERATING PROCEDURES CONCERNING VANDALISM AND ATTACKS ON DRIVERS AND PASSENGERS, AND LEGAL ASPECTS OF PLANNING AN INTEGRATED BUS/RAIL TRANSIT SYSTEM. MODEL AND STANDARD PROCEDURES ARE OUTLINED REGARDING SUCH ASPECTS AS SYSTEM PHYSICAL CHARACTERISTICS, HOURS OF OPERATION, ORGANIZATIONAL STRUCTURE OF THE TRANSIT SYSTEM, AND CONTINGENCY PLANNING. SPECIFIC INSTRUCTIONS FOR HANDLING CRISIS SITUATIONS SUCH AS BOMB THREATS AND HOSTAGE OR TERRORIST INCIDENTS ARE GIVEN. POLICE AND SECURITY OPERATIONS AND THEIR DIVISION OF RESPONSIBILITY IS THE TOPIC OF A SECTION INCLUDING MATERIAL ON FARE COLLECTION AND EVASION, FARE COLLECTION EQUIPMENT, PASSES, AND SPECIAL FARES, INTERNAL SECURITY, POLICE DOGS, AND OPERATION SECURITY EXPERIENCE. A CHAPTER ON SYSTEM, VEHICLE, AND FACILITY DESIGN AND CONSTRUCTION HANDLES, SECURITY HARDWARE, COMMUNICATIONS AND ELECTRONICS, AUTOMATIC VEHICLE MONITORING, SURVEILLANCE TECHNIQUES AND EQUIPMENT, VANDAL-RESISTANT MATERIALS AND DESIGN, AND TRANSIT SYSTEM PARKING LOTS. THE FINAL SECTION FOCUSES ON EXTERNAL RELATIONS--COMMUNITY RELATIONS, VOLUNTEER PROGRAMS, AND PERCEIVED SECURITY. BACKGROUND AND HISTORICAL MATERIAL ON TRANSIT SYSTEMS SECURITY, STATISTICS, AND REPORTING SYSTEMS IS FURNISHED, AS WELL AS AN ANNOTATED BIBLIOGRAPHY (CONTAINING 715 REFERENCES, A LIST OF SELECTED READINGS, AND NAMES OF PERIODICALS AND REFERENCE MATERIALS), SAMPLE REPORTING FORMS, AND ILLUSTRATIONS OF TRANSIT SYSTEM EQUIPMENT.
