THE EMPLOYMENT OF SUCH PRIVATE AGENCIES WILL HAVE FORESEEABLE EFFECTS ON POLICE SERVICES. IF SECURITY BECOMES AN ARTICLE OF MERCHANDISE AND THUS, FOR MANY PEOPLE, A LUXURY BEYOND THEIR MEANS, SERIOUS POLITICAL AND SOCIAL CONSEQUENCES WILL HAVE TO BE EXPECTED.
