The experience of the Hampden County (Mass.) Correctional Center forms the basis of this discussion of how to maintain a well-managed, safe, and productive direct supervision jail, with emphasis on the training activities during the transition period, the ongoing training, and ongoing proactive operations that work with the training endeavors.
Abstract
The transition training planning and implementation prior to the move to the new jail involved a 15-month process that started with the development of the initial training plan. Major training areas included direct supervision and unit management training; basic academy training; and onsite training in building systems, policies and procedures, and post training. The training advisory committee includes representatives of all departments and helps determine the curriculum, evaluates programs, and assists in providing staff trainers. The Hampden County experience demonstrates the importance of involving staff at all levels in transition planning and training, the need for ongoing training that is coordinated with operations, taking a proactive approach to discuss and resolve issues before they become crises, teamwork among the pod officer and the other staff, and supervisory training.
