Abstract
BECAUSE MEDIUM SIZED POLICE DEPARTMENTS LACK MANPOWER AND FUNDS FOR FULL TIME PLANNING UNITS, THIS SERIES OF PLANNING AND RESEARCH TRAINING BULLETINS WERE DEVELOPED. SUBJECTS DISCUSSED ARE - THE NATURE OF THE PLANNING PROCESS, ORGANIZATION AND STAFFING, METHODS AND CONCLUSIONS IN DETERMINING MANPOWER NEEDS, ORGANIZATIONAL ANALYSIS, WHO SHOULD DO THE ANALYSIS AND ANALYSIS METHODS, VALUE OF AUTOMATED RECORDS SYSTEMS, SCIENTIFIC DISTRIBUTION OF POLICE PATROL FORCES, AND INTEGRATING COURT DECISIONS AND POLICE PRACTICES.
