This document is the final report of the American Probation and Parole Association (APPA) to the Office of Juvenile Justice and Delinquency Prevention summarizing the results of the APPA’s 3 year effort to develop and implement a juvenile justice substance abuse testing training and technical assistance program.
Abstract
The American Probation and Parole Association studied substance abuse testing within the juvenile justice system. This report of those findings was then drafted and presented to the Office of Juvenile Justice and Delinquency Prevention. The study took place in two parts, the first July 1998 through September 1999 and the second October 1999 through June 2002. The project was designed to develop materials and procedures for establishing or improving drug use testing in State juvenile justice systems. After the first portion of the study was completed, the next phase of work required the participants to draft an implementation policy document and also to make available training and technical assistance to State agencies implementing or expanding their substance abuse testing programs. As part of this process, training conferences and audio conferences were conducted. Evaluations of the training conferences and the audio conferences are included; the onsite conferences were generally perceived as being more effective. Certain training documents used at those conferences are appended to the full report. Based on the evaluative process, the authors believe that the most important obstacle to implementation and expansion of juvenile justice drug testing flows from an individual agency's issues and not a systemwide difficulty.
