A DESCRIPTION OF THE HONOLULU, HAWAII, POLICE DEPARTMENTS SYSTEM WHICH REDUCES THE AMOUNT OF TIME THAT OFFICERS DEVOTE TO MINOR ACCIDENTS, FREEING THEM TO CONCENTRATE ON MORE SERIOUS ACCIDENTS AND OTHER WORK.
Abstract
THE NEW PLAN IS THE RESULT OF TWO NEW POLICIES - THE CESSATION OF ISSUING TRAFFIC CITATIONS IN TRAFFIC ACCIDENTS UNLESS WITNESSED BY THE OFFICER (THUS REMOVING THE NECESSITY OF DETERMINING RESPONSIBILITY), AND THE INSTITUTION OF STATE-WIDE NO FAULT INSURANCE. MINOR ACCIDENTS, WITH NO INJURIES AND LESS THAN 300 DOLLARS IN DAMAGES, REQUIRE ONLY A TWO PAGE FORM TO BE COMPLETED BY BEAT PATROL OFFICERS, WHICH CAN BE COMPLETED IN ABOUT 25 MINUTES. MORE SERIOUS ACCIDENTS ARE CLASSIFIED ACCORDING TO SEVERITY OF INJURIES AND VALUE OF DAMAGES, WITH PROGRESSIVELY MORE SERIOUS ACCIDENTS RECEIVING MORE EXTENSIVE TREATMENT.
