This article presents the trace evidence proficiency testing guidelines of the Scientific Working Group for Materials Analysis (SWGMAT).
Abstract
Proficiency testing is defined as the use of intra- or inter-laboratory testing to determine the performance of individuals using specific methods of measurements and to monitor the continuing performance of laboratories against known expected results. Several reference documents are identified and the relevant terminology is defined. Types of proficiency tests are identified and proficient test design requirements are enumerated, such as the requirement that tests are straightforward, their intent is not overly ambitious, and that predistribution laboratories have at least one technical expert in the field of the test being reviewed. Requirements regarding the preparation of tests are presented and include the requirements that all test materials are uniform and will not deteriorate and that test providers fully document all details of the test materials, their preparation, and their characteristics prior to the testing. The requirements for predistribution testing and distribution testing are outlined followed by the procedures for submitting participant results. Notes on the assessment of participant’s results are offered as are the requirements for the summary reporting of participant results.
