This report details findings and recommendations of a study that proposes a national judicial education service for Canada.
Abstract
The study, which began in November 1986, used consultations; a survey of the 1,702 Canadian judges; an inventory of existing programs; and responses to a 1986 working paper. The study found that Canada currently lacks any national coordination of resources for judicial education, any effective means of exchanging information, and any adequately funded long-range planning capacity. There is no national body with permanent staff developing effective teaching techniques. The report concludes that Canada needs a permanent, professionally operated, bilingual resource facility for judicial education. Specifically, it recommends a judicial center funded by both government levels and established in the form of a secretariat. The center, which will be independently managed by the judiciary, will design judicial educational services, coordinate the educational activities of cooperating agencies, assist courts and other agencies in designing and delivering judicial education, and act as a repository for and distributor of information on judicial education. Report recommendations also cover interim management and funding and the cooperation of agencies currently engaged in judicial education. Appended data and supplementary materials.
