This article, drawing on several surveys of state and federal judges, and other data, analyzes the creation of the councils and their status at the end of the last decade. It also describes the various tasks that councils undertook, and assesses their successes and failures.
Abstract
Tension between state and federal courts is a fact of federalism. In 1970, Chief Justice Burger urged the creation in each state of a 'state-federal judicial council' to help alleviate these tensions and improve communications between the two court systems. (Author abstract)
