The police recordkeeping and reporting system for vehicles in Great Britain that are damaged and considered a total loss was analyzed with respect to its operation and how the police, insurers, and the Driver and Vehicle Licensing Authority (DVLA) cooperate to determine when the identity of such a vehicle is used for a stolen vehicle. ..ABST DVLA learns about a vehicle that is a total loss through the submission of a V23 form by either the police or the insurers. The recording of this form at DVLA amends the vehicle record. The DVLA notifies the police if the vehicle is relicensed or, in certain cases, re-registered. The V23 system was enhanced in April 1994. However, the DVLA receives fewer than half the V23 forms it should receive from the police and insurers for vehicles destroyed by fire. Transferring information between the Police National Computer and the DVLA computer would improve notification levels. This and other changes would add a crime prevention function to the system while restaining and enhancing its crime detection function. Additional recommendations, figures, and appended form
