DATED DECEMBER 1976, THIS REPORT PRESENTS THE RESULTS OF A STUDY OF THE ORGANIZATIONAL STRUCTURE AND SUPPORT SERVICES OF THE TIFFIN (OH) POLICE DEPARTMENT, WHICH HAS A SWORN STRENGTH OF 33 SERVING A POPULATION OF 22,000.
Abstract
THE CITY OF TIFFIN IS LOCATED IN SENECA COUNTY, AND HAS AN AREA OF SIX SQUARE MILES. THIS TECHNICAL ASSISTANCE EFFORT WAS REQUESTED BY A NEWLY ELECTED MAYOR AND COINCIDED WITH THE RETIREMENT OF THE CITY'S POLICE CHIEF OF 34 YEARS. IT IS NOTED THAT THE TENURE OF THE OUTGOING CHIEF, TOGETHER WITH HIS APPARENT ONE-MAN CONTROL, HAD NOT ALLOWED THE DEPARTMENT TO DEVELOP LEADERSHIP THROUGH THE RANKS AND HAD RESULTED IN UNDERUTILIZATION OF MEN AND MATERIAL IN THE DEPARTMENT. THE STUDY WAS UNDERTAKEN TO RECOMMEND AN IMPROVED ORGANIZATIONAL STRUCTURE THAT, AMONG OTHER THINGS, WOULD ASSURE ADEQUATE ATTENTION TO SUPPORT FUNCTIONS. THE STUDY FOUND A NEED FOR IMPROVED PERSONNEL ADMINISTRATION AND TRAINING, REVISED ORGANIZATIONAL STRUCTURE, AND IMPROVED RECORDS MANAGEMENT. A REVISED ORGANIZATIONAL STRUCTURE, RECORDS SYSTEM, TRAINING PROGRAM, AND PERSONNEL PROCEDURES ARE OUTLINED.
