A DESCRIPTION IS PROVIDED OF THE TEXAS STATE CRIMINAL JUSTICE TELECOMMUNICATIONS NETWORK (STACOM), AND NETWORK ELEMENTS AND THE REQUIRED FUNCTIONS OF THE TOTAL NETWORK ARE DEFINED.
Abstract
THE PURPOSE OF STACOM IS TO PROVIDE TELECOMMUNICATIONS CAPABLE OF TRANSPORTING INFORMATION BETWEEN TEXAS STATE CRIMINAL JUSTICE AGENCIES ON A STATEWIDE BASIS. THE BASIC CONFIGURATION IS AN ARRAY OF NETWORK SYSTEM TERMINATIONS CONNECTED THROUGH REGIONAL SWITCHING CENTERS TO DATA BASE FACILITIES. ANY OF THE SYSTEM TERMINATIONS WITHIN A NETWORK SHALL BE ABLE TO COMMUNICATE WITH ANY OTHER SYSTEM TERMINATION. STACOM WILL HANDLE THE FOLLOWING BASIC TYPES OF MESSAGES: DATA FILE INTERROGATIONS/UPDATES, ADMINISTRATIVE MESSAGES, NETWORK STATUS, ERROR MESSAGES, DIAGNOSTIC MESSAGES, AND FINGERPRINTS. RESPONSE TIME IS DEFINED AS THE TIME DURATION BETWEEN THE INITIATION OF A REQUEST FOR SERVICE AT A SYSTEM TERMINATION AND THE TIME AT WHICH RESPONSE IS COMPLETED AT THE INQUIRING SYSTEM TERMINATION. A FIRST PRIORITY MESSAGE SHALL HAVE A MEAN RESPONSE TIME OF 9 SECONDS, WITH 90 PERCENT OF THE RESPONSES RECEIVED IN LESS THAN 20 SECONDS. NETWORK TERMINATIONS HAVING INTERFACE CAPABILITY OF 1,200 TO 2,400 BPS SHALL INTERFACE WITH THE NETWORK USING HALF-DUPLEX PROTOCOL. TERMINALS SHALL HAVE THE CAPABILITY OF OFFLINE CONSTRUCTION IN INPUT MESSAGES AND FOR HARD COPY PRODUCTION OF RECEIVED MESSAGES. THE NETWORK DESIGN SHALL CONTRIBUTE TO ADEQUATE SECURITY WITHIN THE LIMITS OF ENGINEERING CONSIDERATIONS. (RCB)
