Abstract
A SUMMARY OF THE STATE'S CRIME PROBLEM TOUCHES INDEX CRIME RATES, JUVENILE CRIME, VICTIMIZATION, ORGANIZED CRIME, AND DRUG ABUSE. THE STATE'S LAW ENFORCEMENT, COURT, CORRECTIONS, AND JUVENILE JUSTICE RESOURCES ARE OUTLINED. A PILOT STUDY OF THE CRIMINAL JUSTICE SYSTEM'S RESPONSE TO BURGLARY IN THREE METROPOLITAN AREAS, DESIGNED IN PART TO EXPLORE METHODOLOGY FOR USE IN LARGER SCALE EVALUATIONS OF SYSTEM PERFORMANCE, IS NOTED. THE BULK OF THE DOCUMENT CONSISTS OF THE STATE'S PLANS IN THE FOLLOWING AREAS: CRIME PREVENTION (INCLUDING CITIZEN INVOLVEMENT), DETECTION AND APPREHENSION (POLICE TRAINING AND EDUCATION, COMBINED LAW ENFORCEMENT SERVICES, LAW ENFORCEMENT PROFESSIONAL AIDES, SPECIAL UNITS AND PROGRAMS, COMMUNICATION), DELINQUENCY REDUCTION (PREVENTION AND TREATMENT, JUVENILE DIVERSION, DEINSTITUTIONALIZATION OF STATUS OFFENDERS, LOCAL JUVENILE DETENTION AND CORRECTIONAL FACILITIES), PRETRIAL AND ADJUDICATION (DEFENSE, PROSECUTION, JUDICIAL AGENCIES), CORRECTIONS (PERSONNEL TRAINING AND DEVELOPMENT, COMMUNITY-BASED SERVICES, COUNTY FACILITIES, STATE PROJECTS, ALCOHOL AND DRUG ABUSE PROGRAMS) AND TECHNOLOGY AND INFORMATION (INCLUDING INFORMATION SYSTEMS). THE STATE'S OVERALL PLANNING STANDARDS, CRIMINAL JUSTICE GOALS, AND STRATEGIES ARE SET FORTH. FOR EACH SPECIFIC PLANNING AREA, INFORMATION IS PRESENTED ON PROGRAM RATIONALE, STANDARDS, STRATEGIES, ACHIEVEMENT CRITERIA, TYPES OF PROJECTS, PROJECT REQUIREMENTS (ELIGIBILITY, CONTINUATION, ASSESSMENT, ETC.), AVAILABILITY OF TECHNICAL ASSISTANCE, BUDGET ALLOTMENT, AND SOURCES OF FURTHER INFORMATION.
