This analysis by the General Accounting Office of the Office of National Drug Control Policy concludes that the Office should be reauthorized and should develop improved program evaluation measures for assessing progress under the annual drug control strategies.
Abstract
In the past, the Office has relied mainly on goals and measures focusing on reducing actual drug use. However, the basic measure does not effectively reach the most serious part of the problem: hard-core drug use. Therefore, the reauthorizing legislation should require additional measures of drug use, performance measures to evaluate major drug control efforts, and the inclusion of these measures into future drug control strategies. In addition, the Office and drug control agencies need to work more cooperatively to develop, assess, and coordinate national drug control policy. Figures and footnotes
