THE AUTHOR INVESTIGATES THE PHENOMENON OF TERRORISM AND OFFERS SOLUTIONS FOR COMBATING TERRORIST ACTS.
Abstract
FOUR DIFFERENT TYPES OF TERRORISM ARE IDENTIFIED: CRIMINAL TERRORISM, NATIONAL-LIBERATION TERRORISM, STATE TERRORISM, AND REVOLUTIONARY TERRORISM. EACH TYPE OF TERRORISM NEEDS TO BE COMBATED DIFFERENTLY. THE AUTHOR NOTES THAT CITIZENS OF WESTERN DEMOCRACIES IN PARTICULAR ARE POTENTIAL VICTIMS BECAUSE OF THEIR OPENNESS AND GOVERNMENT BY LAW RATHER THAN BY TERROR. ACTIONS TO BE TAKEN TO PROTECT PEOPLE FROM TERRORISTS INCLUDE: METAL-DETECTION AND X-RAY EQUIPMENT AT AIRPORTS, ALARMS, CLOSED-CIRCUIT TELEVISION, AND GREATER USE OF ARMED GUARDS. INTELLIGENCE AND SURVEILLANCE BY LAW ENFORCEMENT AGENCIES AND GREATER INTERNATIONAL COOPERATION AMONG POLICE ARE VIEWED AS EFFECTIVE MEASURES. THE AUTHOR CALLS FOR COOPERATION AMONG CITIZENS WITH POLICE TO COMBAT TERRORIST THREATS. THE PUBLICITY FOR WHICH TERRORISTS AIM NEEDS TO BE CURTAILED OR REPORTED IN A LESS FAVORABLE MANNER. IT IS NOTED THAT TORTURE AND OTHER FORMS OF STATE TERRORISM, OPPRESSION, AND INJUSTICE NEED TO BE REPORTED TO LESSEN THE THRUST TOWARD TERRORISM FOR THE PURPOSE OF GAINING PUBLICITY.
