THE AUTHOR UNCOVERS INCIDENTS WHERE GOVERNMENT AID, TOGETHER WITH LACK OF GOVERNMENT CONTROL, HAS MADE THE NURSING INDUSTRY INTO A GIANT PROFIT MACHINE WHICH HAS ATTRACTED THOUSANDS OF SMALL-TIME HUSTLERS AS WELL AS BIG-MONEY MANIPULATORS. MUCH OF THE DATA PRESENTED IS FROM A STUDY OF NURSING HOMES IN CLEVELAND, OHIO. HOWEVER, THE AUTHOR ALSO USES DATA FROM INCIDENTS OCCURRING IN OTHER STATES.
