This article presents strategies for team-building among juvenile justice agencies and discusses the results of a survey of juvenile corrections administrators.
Abstract
Too often the varied stakeholders in the juvenile justice system operate in isolation or in competition with each other. This posture can add to an overall loss of credibility in the public's eyes and an inability to perform assigned duties. Several jurisdictions have developed innovative approaches to building consensus among stakeholders and reaped the benefits; the article discusses some of those programs. Stakeholder mapping is performed in seven steps: (1) state organizational objectives; (2) identify all possible stakeholders, listing supporters and opponents separately; (3) characterize attitudes toward organizational objectives/planned change; (4) identify stakeholders' power with respect to the adoption/implementation of the issue; (5) make lists identifying who influences the stakeholder and who is influenced by the stakeholder; (6) rethink solutions to increase implementation chances; and (7) construct strategies to enhance objectives.
