This article discusses the challenge white-collar crime presents to law enforcement officials and describes the 'proactive' investigative approach of the Federal Bureau of Investigation (FBI).
Abstract
A detailed examination is provided of the Philadelphia White Collar Crime Unit, and the proactive target model is evaluated. Government fraud, public corruption, and financial crime are three areas targeted by the Philadelphia field office. Statistical analyses are presented of white-collar crime enforcement activity for the years 1982 to 1987, and frauds against the government causing loss in excess of $25,000 for the years 1982 to 1985. Categories included in these analyses are convictions, fines, restitution, and person-hours. 6 references.
