The Task Force on Released Inmates proposes recommendations based on a review of the data; tours of maximum, medium, and minimum security facilities as well as correctional centers and programs; and public hearings.
Abstract
These recommendations reflect the movement of inmates through the correctional system -- institutionalization, release preparation, and community supervision. The intent is to improve the chances of ex-offenders by providing meaningful institutional programming in preparation for release and encouraging lawful behavior through community support services. Task Force recommendations support the development and funding of educational and vocational programs, substance abuse programs, mental health services, and sex-offender treatment programs. Additional recommendations address the needs of special categories of inmates: an educational and work-assignment track for long-term inmates, a release mechanism for indeterminate inmates, and the identification of the special needs of female inmates. The Task Force also recommends developing a standard, comprehensive release school program, expanding community correctional center beds, reducing community supervision caseloads, providing transitional facilities for the homeless releasee, increasing employment opportunities, and facilitating the recruitment and training of volunteers. 5 references and 2 appendixes
