Correctional reforms implemented in Sweden in 1973 required that treatment in correctional institutions be planned and carried out with close collaboration between the correctional system and community agencies.
Abstract
The reforms linked Sweden's prison system to the probation and parole service. Further, an attempt was made to enable inmates to arrange their social and support situation before release. The reforms also included the replacement of 25 correctional institutions by new facilities, to be built between 1974 and 1989. In the 1979- 1980 session, the Swedish Parliament agreed to a plan that included 30 new correctional facilities, to be located so that inmates could maintain relatively frequent contact with their home district and could participate in educational activities. Design requirements for these local institutions are described in terms of recreational facilities, living quarters, security, architecture, medical care, and staff facilities. One such institution, the Taby facility, is described in detail with respect to its site and surroundings, communications, buildings, indoor environment, artistic embellishments, materials and construction, service installations, and planning and construction.
