THIS ARTICLE IS DESIGNED TO PROVIDE INSIGHT INTO METHODOLOGIES THAT CAN BE USED TO ASSESS ALTERNATIVE EMERGENCY COMMAND AND CONTROL SYSTEMS FOR MUNICIPALITIES AND LAW ENFORCEMENT.
Abstract
NO SPECIFIC MUNICIPAL COMMAND AND CONTROL SYSTEMS ARE SUBJECTED TO CRITICAL ANALYSIS; RATHER, THE AUTHORS DISCUSS THE GENERAL METHODOLOGICAL DIMENSIONS ASSOCIATED WITH THE EVALUATION OF THESE SYSTEMS. IT IS NOTED, HOWEVER, THAT THE OBSERVATIONS ARE DERIVED FROM THE AUTHORS' EXPERIENCES IN EVALUATING SYSTEMS ANALYSES AND DESIGN STUDIES OF SPECIFIC MUNICIPAL AND DEPARTMENT OF DEFENSE COMMAND AND CONTROL SYSTEMS. IN ADDITION TO REVIEWING THESE METHODOLOGIES, SOME POTENTIAL PITFALLS AND ERRORS THAT HAVE BEEN NOTED IN THEIR USE ARE HIGHLIGHTED.
