PLAN FOR A COMPREHENSIVE SYSTEMS ANALYSIS STUDY OF THE CRIME LABORATORY IN LAW ENFORCEMENT AND CRIMINAL JUSTICE, FUNDED BY THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION.
Abstract
THE PRIMARY GOAL OF THE STUDY IS TO RECOMMEND SYSTEMS OF CRIMINALISTICS OPERATIONS THAT MEET COST BENEFIT CRITERIA WHILE SERVING THE NEEDS OF LOCAL COMMUNITIES, REGIONAL AREAS, AND THE NATION. THERE ARE THREE MAINSTREAMS OF EFFORT: TO ESTABLISH THE CAPABILITIES OF LABORATORY FUNCTIONS AND DEFINE CRITERIA FOR THE DEVELOPMENT AND MODULAR GROWTH OF CRIMINALISTICS OPERATIONS, TO ESTABLISH MEASURES OF PERTINENT CRIME AND THE RESULTANT DEMAND FOR CRIMINALISTICS, AND TO ESTABLISH THE CRIME/EVIDENCE RELATIONSHIP. THESE THREE THRUSTS WILL CULMINATE IN A COST BENEFIT ANALYSIS WHERE CRIME STATISTICS, CRIME/EVIDENCE RELATIONSHIPS, CRIMINALISTICS CAPABILITIES, RESPONSE TIME REQUIREMENTS, COST AND RESOURCE DATA, AS WELL AS OTHER PARAMETERS WILL BE APPLIED AGAINST A VARIETY OF CRIMINALISTICS STRUCTURES. THE FINAL REPORT WILL CONTAIN SPECIFIC RECOMMENDATIONS FOR STRUCTURES OF CRIMINALISTICS OPERATIONS, AN OUTLINE OF THE CRITERIA UPON WHICH THESE RECOMMENDATIONS ARE BASED, AND DATA AND FORMULAE USED IN DETERMINING CRIMINALISTICS DEMAND, AND A MATHEMATICAL MODEL FOR DETERMINATION OF LABORATORY EQUIPMENT AND PERSONNEL NEEDS.
