FINAL REPORT ON A STAFF DEVELOPMENT, PROGRAM PLANNING, AND TECHNICAL ASSISTANCE PROJECT DESIGNED TO INCREASE EFFECTIVENESS AND EFFICIENCY IN THE CORRECTIONAL SYSTEMS OF THE NATION.
Abstract
THE PROGRAM ENCOMPASSES THREE MAJOR FUNCTIONS - TRAINING, RESEARCH, AND TECHNICAL ASSISTANCE, CARRIED OUT AS A NATIONAL EFFORT WITHIN A REGIONAL AND LOCAL FRAMEWORK WITH A MULTI-AGENCY AND INSTITUTION COOPERATION, PARTICIPATION, AND INVOLVEMENT. THE PRIORITY AREAS OF CONCERN ADDRESSED IN 1975-76 WERE FEMALE CORRECTIONS, JAIL AND DETENTION SYSTEMS, COMMUNITY CORRECTIONS, AND YOUTH CORRECTIONS. STAFF DEVELOPMENT WAS PROVIDED THROUGH AN INTEGRATED PROGRAM OF BASIC AND ADVANCED TRAINING FOR SELECTED PARTICIPANTS FROM CORRECTIONS. THE MAJOR EMPHASIS IN BASIC TRAINING WASON PLANNING PROGRAMS. EMPHASIS IN THE ADVANCED PROGRAM WAS GIVEN TO IMPLEMENTATION AND EVALUATION SKILLS. THE RESEARCH FUNCTION WAS CONCERNED WITH IDENTIFYING ALTERNATIVE SYSTEMS FOR DELIVERING CORRECTIONS PROGRAMS TO CLIENTS, PARTICULARLY FEMALE AND YOUTHFUL OFFENDERS, AND CLIENTS IN JAILS, DETENTION FACILITIES, COMMUNITY PROGRAMS, AND CO-CORRECTIONAL SETTINGS. SUPERVISION WAS PROVIDED TO GUIDE AND DIRECT BASIC TRAINING PROGRAM PARTICIPANTS IN PRODUCING DELIVERY SYSTEM MODELS FOR THEIR RESPECTIVE INSTITUTIONS OR AGENCIES. THE TECHNICAL ASSISTANCE OR FOLLOW-THROUGH FUNCTION WAS DESIGNED TO BE ACCOMPLISHED THROUGH CONSULTATIVE SERVICES AND INFORMATION DISSEMINATION TO FACILITATE PROGRAM INSTALLATION AND OPERATION. THE 1975 TRAINING ACTIVITIES RESULTED IN EQUIPPING 81 INDIVIDUALS WITH BASIC KNOWLEDGE AND SKILLS AND 21 PERSONS WITH ADVANCED SKILLS. TWENTY-SEVEN DELIVERY SYSTEM MODELS FOR CORRECTIONAL AGENCIES OR INSTITUTIONS IN 19 STATES AND 2 TERRITORIES WERE ALSO DESIGNED. THE FOLLOW-THROUGH FUNCTION RESULTED IN A PLAN FOR TECHNICAL ASSISTANCE THROUGH SITE VISITS, INFORMATION DISSEMINATION, AND DIFFUSION.
