This publication introduces dimensions in the prevention of crime, specifying crime as primary, secondary, and tertiary. The author discusses the structure of the opportunity for committing a crime, its minimization, nature, and conditions that determine whether an opportunity is seized.
Abstract
Prevention is evaluated on many levels of society, including public efforts, social treatment of potential offenders and police enforcement. The systematization of the ruling theory of the means of prevention is discussed and specific examples of preventive problems are given. The report also offers a scientific basis for a system for planning preventive measures that would induce beneficial changes in the structure of criminality. Examples are given for the development of such a program on a municipal basis.
