THE 'SYSTEM 4 MANAGEMENT SYSTEM' ALLOWS EMPLOYEES AT ALL LEVELS TO PARTICIPATE IN MANAGEMENT BY MOBILIZING HIGH LEVELS OF COOPERATIVE MOTIVATION THROUGH THE USE OF ADVANCED INTERACTION SKILLS.
Abstract
SYSTEM 4 IS BASED ON THE IDEA THAT THE BEST MANAGERS USE THE MOST SOPHISTICATED TECHNIQUES AND FOCUS THEIR ATTENTION ON THEIR SUBORDINATES' PROBLEMS TO BUILD WORK GROUPS WITH HIGH PERFORMANCE GOALS. THUS, SYSTEM 4 EMPHASIZES LEADERSHIP STYLE MORE THAN EMPLOYEES' JOB INTEREST OR ATTITUDES TOWARD THE COMPANY. TRADITIONAL, AUTHORITARIAN LEADERSHIP WHICH DOES NOT PERMIT MUCH EMPLOYEE FREEDOM CAUSES MANY ORGANIZATIONAL CONFLICTS. ON THE OTHER HAND, A SUPERVISOR WHO CONSIDERS THE EXPECTATIONS, SKILLS, AND VALUES OF HIS SUBORDINATES CAN DEVELOP HIGHLY MOTIVATED AND EFFICIENT WORK GROUPS. IN MORE AUTHORITARIAN MANAGEMENT, CONFLICTS BETWEEN LEVELS OF AUTHORITY BECOME BATTLES IN WHICH SIDES MAY WIN OR LOSE, BUT SUCH CONFLICTS DO NOT RESOLVE PROBLEMS CONSTRUCTIVELY. UNIFIED GROUP APPROACH EVIDENCING MUTUAL TRUST AND SEEKING MUTUAL GOALS IS CONSIDERED MORE EFFECTIVE PARTLY BECAUSE IT ALSO INCREASES THE ORGANIZATION'S POWER TO BEST USE EMPLOYEES' SKILLS. SYSTEM 4 DIFFERS FROM OTHER MANAGEMENT SYSTEMS IN PROVIDING WORKERS WITH PRAISE AND SUPPORT FROM OTHER WORKERS AS WELL AS FROM MANAGERS, AND EVIDENCING GROUP-TO-GROUP INTERACTION RATHER THAN PERSON-TO-PERSON INTERACTION. THUS, PEERS WILL HELP TO FOSTER ADHERENCE TO ORGANIZATIONAL STANDARDS AND HELP TO ESTABLISH THEM. COMMUNICATION BETWEEN DIFFERENT WORKING GROUPS IS ENHANCED BY SYSTEMS 4, SINCE THE HOSTILITY CAUSED BY TRADITIONAL CHAINS OF COMMAND ARE ABSENT. APPLYING SYSTEM 4 TO A CRIMINAL JUSTICE AGENCY IS DISCUSSED. A BIBLIOGRAPHY IS INCLUDED. (PAP)
