A SUMMARY REVIEW AND EVALUATION OF THE DEVELOPMENT AND PROVISIONS OF THE NATIONAL ADVISORY COMMISSION (NAC) STANDARDS AND GOALS, IN WHICH THE AUTHOR FINDS THE STANDARDS ARE PRAGMATIC, CHALLENGING, AND FUNCTIONAL.
Abstract
THE AUTHOR FIRST EXAMINES ONE OF THE MAJOR CORNERSTONES FOR THE NAC - THE PRESIDENT'S COMMISSION ON LAW ENFORCEMENT AND ADMINISTRATION OF JUSTICE (1967). THE GOALS AND PROCESSES USED BY THE NAC ARE EXAMINED, AND THE CONTENT OF THE NAC REPORTS IS VERY BRIEFLY HIGHLIGHTED. THE CRIMINAL JUSTICE STANDARDS OF THE NAC AND THOSE OF THE AMERICAN BAR ASSOCIATION ARE THEN COMPARED. FINALLY, A BRIEF EVALUATION OF THE NAC STANDARDS IS OFFERED. THE AUTHOR FINDS THAT ON THE WHOLE THE STANDARDS ARE OF GREAT BENEFIT, BUT NOTES THAT A SERIOUS LACK OF EMPHASIS ON MANAGEMENT IS APPARENT IN THE REPORTS. (AUTHOR ABSTRACT MODIFIED)...DMC
