PRELIMINARY EVALUATION FINDS THAT THE DEPARTMENT OPERATES WITHOUT AN EXPLICIT PHILOSOPHY GUIDING PERFORMANCE OR A CLEAR UNDERSTANDING OF MINIMAL STANDARDS.
Abstract
POOR COMMUNICATIONS THROUGHOUT THE ENTIRE ORGANIZATION, LOW MORALE, INADEQUATE BUDGET, LACK OF PLANNING, AND NONEXISTENT PERFORMANCE APPRAISAL OUTWEIGH THE BENEFITS WHICH MIGHT ACCRUE FROM SENIORITY, LONGEVITY, AND RELATIVELY SMALL (PROBATION) CASELOADS. THE STUDY RECOMMENDS IMPLEMENTATION OF A TRAINING PROGRAM, CREATION OF A POST OF DEPUTY DIRECTOR FOR STAFF AND PROGRAM DEVELOPMENT, CREATION OF POSITION OF ADMINISTRATIVE ASSISTANT, DEFINITION OF THE SCOPE OF THE DOMESTIC RELATIONS PROGRAMS, AND AN ORGANIZATION AND MANAGEMENT STUDY TO COMPLETELY REVAMP THE PROGRAM.
