SURVEY, EMPIRICAL, AND ANALYTICAL RESULTS ARE PRESENTED TO SUBSTANTIATE THE FEASIBILITY OF PERSONAL ALARM SYSTEMS FOR USE BY CITIZENS IN SUCH SETTINGS AS PUBLIC LOCATIONS, RESIDENCES, SMALL BUSINESSES, AND INSTITUTIONS.
Abstract
STUDY EMPHASIS WAS ON THE FEASIBILITY OF OBTAINING RAPID EMERGENCY ASSISTANCE IN PUBLIC LOCATIONS WHEN CITIZENS ARE SUBJECTED TO AND REPORT VIOLENT CRIME (MURDER, RAPE, ROBBERY, AND ASSAULT) AT CRIME INITIATION. THE SYSTEM CONCEPT, CALLED THE IMPROVED CITIZEN ALARM SYSTEM, IS SHOWN TO BE A WORKABLE AND LOGICAL EXTENSION OF A PROTOTYPE CITIZEN ALARM SYSTEM DEVELOPED UNDER LAW ENFORCEMENT ASSISTANCE ADMINISTRATION FUNDING. THE IMPROVED SYSTEM EXTENDS AN INDOOR-ONLY CAPABILITY OF THE PROTOTYPE VERSION TO OUTDOOR APPLICATIONS. SURVEY RESULTS ARE PRESENTED FOR CRIME AND POLICE RESPONSE STATISTICS AND FOR A STATE-OF-THE-ART ASSESSMENT OF EXISTING OR PLANNED PERSONAL PROTECTION SYSTEMS. A SYSTEM CONCEPT IS DEFINED, INCLUDING HARDWARE COMPONENTS, FUNCTIONS TO BE PERFORMED, AND THE REQUIRED TECHNOLOGY BASE; THE PRIMARY BASIS FOR THIS DEFINITION IS A TRANSMISSION LINK ANALYSIS USING EMPIRICAL RESULTS OF BRIEF LABORATORY DEMONSTRATIONS AND DEVELOPMENT FINDINGS OF THE PROTOTYPE SYSTEM. AN EXTENSIVE ANALYSIS WAS CONDUCTED TO DETERMINE THE FACTORS THAT INFLUENCE THE EFFECTIVENESS OF THE DEFINED SYSTEM. NUMEROUS SETS OF DATA AND GRAPHS ARE PRESENTED IN THE REPORT TO JUSTIFY THE IMPROVED SYSTEMS BENEFITS. RESPONSE MODELING RESULTS SHOW THAT THE CITIZEN WILL BENEFIT BY MORE FREQUENT EARLY ARRIVAL OF THE POLICE, WHO IN TURN BENEFIT BY A HIGHER RATE OF ARREST AND CONVICTION. THE REPORT IS PRESENTED IN TWO VOLUMES. THIS VOLUME IS A TECHNICAL SUMMARY CONTAINING THE AFOREMENTIONED RESULTS, A DISCUSSION OF CERTAIN ASPECTS OF INTEGRATING THE IMPROVED SYSTEM WITH OTHER EMERGENCY SYSTEMS, AND A PROGRAM PLAN FOR THE ANTICIPATED SYSTEM DEVELOPMENT.
