THE BASIC GOALS, CONCEPTS, STRATEGIES, AND EFFECTS OF THE REORGANIZATION PLAN ARE INVESTIGATED, AND A COMPARISON IS MADE BETWEEN MANAGEMENT AND ORGANIZATIONAL PRINCIPLES AND THE PROVISIONS OF THE REORGANIZATION PLAN.
Abstract
THE REORGANIZATION PLAN ATTEMPTS TO FOCUS THE OPERATIONS OF THE POLICE DEPARTMENT ON THE PRECINCT LEVEL. CERTAIN OPERATIONS HAVE BEEN CONSOLIDATED ALONG THESE PRECINCT LINES. GOALS OF THIS REORGANIZATION ARE: TO INCREASE POLICE VISIBILITY, TO IMPROVE COMMUNITY INVOLVEMENT, TO FIX ACCOUNTABILITY BY DEFINING MANAGERIAL ROLES AND ASSIGNING RESPONSIBILITIES, AND TO PROVIDE BETTER MANAGEMENT BY PLACING COMMAND, SUPERVISORY AND DECISION MAKING RESPONSIBILITIES AT THE PROPER LEVELS WITHIN THE PRECINCTS. THE PROVISIONS OF THIS REORGANIZATION PLAN ARE FIRST SURVEYED. THE CLASSICAL MANAGEMENT APPROACH IS THEN USED AS A GUIDE FOR AN ANALYSIS OF THE PLAN. FINALLY, A SURVEY OF CONTEMPORARY ORGANIZATIONAL THINKING IS MADE AND IS USED FOR ANALYZING THE REORGANIZATION PLAN.
