FUNDAMENTAL METHODS FOR CONDUCTING SUCCESSFUL SURVEILLANCE ACTIVITIES BY AGENTS OF THE BUREAU OF ALCOHOL, TOBACCO, AND FIREARMS ARE OUTLINED IN THIS TRAINING MANUAL.
Abstract
SURVEILLANCE IS DEFINED AS THE ACT OF KEEPING PERSONS, PREMISES, AND VEHICLES UNDER OBSERVATIONS TO ACQUIRE INFORMATION ABOUT THE IDENTITY AND ACTIVITIES OF PERSONS AND ABOUT THE USE OF VEHICLES AND PREMISES. DUE TO THE NATURE OF SURVEILLANCE AND ITS IMPORTANCE AS A CRIMINAL INVESTIGATIVE METHOD, SURVEILLANTS SHOULD POSSESS CERTAIN BASIC QUALIFICATIONS AND ATTRIBUTES. THESE INCLUDE PATIENCE, ADAPTABILITY, PERSEVERANCE, ALERTNESS, PROPER ATTITUDE, KEEN PERCEPTION, GOOD MEMORY, GOOD JUDGMENT, RESOURCEFULNESS, GOOD EYESIGHT, GOOD HEARING, ENDURANCE, QUICK REFLEXES, SKILLFUL DRIVING, KNOWLEDGE OF VEHICLES, KNOWLEDGE OF STREETS AND ROADS, AND KNOWLEDGE OF VIOLATOR TACTICS. THE TRAINING MANUAL COVERS OBJECTIVES OF SURVEILLANCE, PREPARATION FOR SURVEILLANCE, TECHNICAL EQUIPMENT, TYPES OF OBSERVATION POSTS, GENERAL PRINCIPLES OF SURVEILLANCE, THE SURVEILLANCE OF PREMISES AND VEHICLES, EVASIVE TACTICS AND POSSIBLE COUNTERTACTICS, AND THE SURVEILLANCE OF PERSONS.
