RECOMMENDATIONS ARE MADE TO IMPROVE THE QUALITY AND SPEED OF THE ADMINISTRATION OF JUSTICE IN MAINE'S HIGH COURTS THROUGH CHANGES IN THEIR MANAGEMENT AND OPERATIONAL PROCEDURES.
Abstract
A SUMMARY LIST OF RECOMMENDATIONS, WITH PAGE REFERENCES TO THE TEXT, IS PROVIDED. THESE RECOMMENDATIONS ADDRESS SPECIFIC ISSUES AFFECTING THE JURISDICTION, WORKLOAD, ASSIGNMENTS OF JUSTICES AND JUDGES, VENUE, AND OTHER MATTERS OF CONCERN TO THE SUPREME JUDICIAL COURT AND THE SUPERIOR COURT. A MANAGEMENT SYSTEM FOR THE COURTS OF MAINE IS DESCRIBED THAT REFERS TO THE DUTIES OF JUDGES, ADMINISTRATIVE POLICY, THE RESPONSIBILITIES OF THE STATE JUDICIAL COUNCIL, AND JUDGE SELECTION. OTHER RECOMMENDATIONS DEAL WITH LIMITATIONS ON SUPERIOR COURT CASELOAD, BASIC OPERATIONAL CHANGES, PERSONNEL, FINANCING, AND PROSECUTION AND DEFENSE SERVICES. THESE RECOMMENDATIONS RESULTED FROM EXTENSIVE INTERVIEWS WITH JUDGES, CRIMINAL JUSTICE PRACTITIONERS, FIELD SURVEYS, A REVIEW OF EXTANT DOCUMENTS, OBSERVATION AND ANALYSIS OF COURT OR COURT RELATED PROCEDURES, AND A STATISTICAL PROFILE OF APPROXIMATELY HALF OF THE CASELOAD (FOR 1969).
