In this article, Cynthia Lum and Leslie W. Kennedy present a rebuttal to Gloria Laycock, who has challenged elements of their review of the effectiveness of U.S. counter-terrorism interventions.
Abstract
Given the massive spending on counter-terrorism interventions that occurred post-9/11. The Lum and Kennedy review (see Lum et al., 2006a) indicated that the increase in personal, commercial, and governmental expenditures on anti-terrorism strategies, as well as the proliferation of programs designed to fight terrorism or increase homeland security, raise a significant policy question regarding these counter-terrorism efforts, i.e., do these programs achieve their goal of countering the terrorism they claim to target. Specifically, do these initiatives reduce the likelihood of or damage from terrorist attacks or prevent individuals from becoming motivated to perpetrate such terrorist acts. This article defends the methodology and conclusions of their review against the critique by Gloria Laycock. (Publisher extract modified)
