This evaluation of an Orange County, Calif., pilot program found home incarceration with electronic monitoring to be a safe, cost-effective alternative to jail incarceration for adult and juvenile offenders.
Abstract
The evaluation of the 1-year pilot program which placed selected work furlough inmates at home under intensive supervision and electronic monitoring discusses jail bed days saved, impact on employment services, participant profiles, impact on participants, effect on staff workloads, officer safety, and equipment used. The actual violation rate was 3.6 percent. The report also describes a 90-day electronic monitoring test program for juvenile offenders which was equally successful. Tables, charts, budgets, and the exit interview questionnaire are included.
